Step 1: Login the Google Cloud Platform and click the menu icon on the left-top corner in the dashboard;
Step 2: Click "VPC network" from the left navigation menu, and then click "External IP addresses";
Step 3: Click "Ephemeral" under the IP address type;
Please note that the external address here is the IP address when you create the cloud DNS zone on Google Cloud Platform.
Step 4: Select "Static" from the drop-down list;
Step 5: In the new window, type the name in the first box and click "Reserve";
Step 6: The IP address is now static.
