When reading reports, you might have already noticed that most reports start page numbering from the second page and leave the first page no page number. Please see below to add page numbers and start page numbering from the second page; if you want to start page numbering from a later page, please check how to start page numbering from the third page, or how to add page numbers on certain pages only.
Step 1: Click the "Insert" tab from the ribbon;
Step 2: In the "Header & Footer" area, click the "Page Number" command. From the drop-down list, select the page number location (e.g. "Bottom of Page") and select one style from the list;
Step 3: Page numbers are now on every page in the footer. Double click the footer, the design tab will display in the ribbon. Click "Different First Page" from the "Design" tab;
Step 4: Now you can delete the page number on the first page to leave it empty. However, the page number on the second page is from 2;
Step 5: Select page "2" from the footer, right click and select "Format Page Numbers" from the drop-down list;
Step 6: Select or type "1" or "0" in the "Start at" box, and click "OK" at the bottom.

While you can number the pages X of Y, can you constrain the "Y" number to just the pages that have content?
Yes, if i understand correctly, you need to set the starting page number as 0 in step 6, and that will allow your second page show as the 1st page, and then you change the y number directly typing the total number of pages with contents.
I did a try and can change "page 2 of 4" to "page 1 of 3" on the second page (4 pages and 3 of them have contents). Thank you!
