To move X-Axis labels from top to bottom, please follow the steps below:
Step 1: Right-click the X-Axis, then click "Format Axis" in the dialog box;
Step 2: In the "Format Axis" window, select "Low" in the Label Position section;
Step 3: The following is the chart with the X-Axis at the bottom.
I did these steps with an Excel 265 chart, but the axis labels for the X axis stayed at the top of the chart. Any other ideas?

Try putting that same dropdown to "High" – it worked for me.

it brought my numbers down but not my actual axis, I'm trying to add tick marks with my numbers but the tick marks are above my graph

Still not working, David. It only happens on one of my charts, and I have many of them. No idea why. I did nothing differently on that chart.
I had a similar problem but, thank God, figured it out! My x-axis started from 2 on the y-axis and I needed to move it down also, so that it would start from 0. I selected / left-clicked the y-axis, right-clicked it and pressed, 'Format Axis', then, changed the Axis value from 2.0 to 0, under 'Horizontal axis crosses' in Axis Options. Hope this is helpful!
