The History of Civil Servants' Day?
The roots of Civil Servants' Day trace back to the early 20th century, during a period when Brazil was modernizing its government structures following the establishment of the Republic in 1889. As the nation's bureaucracy expanded, there was a growing need to create a professional civil service capable of managing the increasingly complex responsibilities of a modern state.
The idea of formally recognizing public service took shape during the Vargas Era (1930–1945). Seeking to professionalize and centralize the public sector, Vargas introduced major changes that laid the foundation for Brazil's modern civil service.
The key milestone came with Decree No. 1,713, issued on October 28, 1939, which established the Statute of Civil Servants. This legislation defined the rights, duties, benefits, and responsibilities of public employees working for the federal government.
It was the first comprehensive framework regulating the careers of civil servants, setting standards for recruitment, discipline, pay, and retirement, introducing merit-based practices intended to improve efficiency and fairness.
To commemorate the signing of this landmark decree, October 28 was officially designated as Civil Servants' Day.
Over time, Brazil's civil service continued to evolve through new laws and reforms, adapting to social and technological changes.
